Starting with the 2020 NEC, GFCI protection is required for dwelling unit ranges and dryers that are cord-and-plug connected, see NEC 210.8(A). Since all ranges and dryers are shipped from the factory with an N/G bond, the GFCI breaker always trips. NEC 250.142(B) requires a 4-wire cord to ranges and dryers; separate the N/G bond at the appliance, and your problem will be solved.
